General Engineer - construction/facilities/hospital

PERIOD OF PERFORMANCE:  One (1) year
 
SUPERVISORY CONTROLS:  Works under specific guidelines and supervision of the Project Section Supervisor (PSS).  All work assignments will be assigned thru the PSS or Chief of Engineering.  The PSS is technically responsible for the quality of work accomplished.
 
 
DUTIES:
 
The incumbent works under the general supervision of the Chief, Engineering Service in supervising the construction program and assisting the engineering maintenance and operations program at this medical center. This includes providing professional consultative advice to management on the engineering problems and responsibilities involved in the maintenance and improvement of buildings, grounds, utilities and equipment.
 
The incumbent is individually responsible for the coordination of the Engineering Construction Program. The incumbent conducts continual program reviews and makes recommendations to the Chief, Engineering Service, for improvements and modifications.
 
The incumbent carries out planning activities that are requested by the Chief, Engineering Service. The major construction duties of this position are as follows:
 
-Will provide engineering expertise. Will serve as main resource of engineering theories and applications for other staff.
Is responsible for the inspection of projects during construction, preparing necessary reports, checking blueprints and specifications, and for taking corrective action as indicated.
Provides professional engineering services (including design calculations) related to the layout, design, development, and completion of construction projects ranging from $50,000 to $10,000,000 and nonrecurring maintenance projects.
Prepares cost estimates, drawings and specifications, and justification and description for proposed medical center projects and annual major, minor, minor miscellaneous, and NRM project submissions to Client.
Serves as project manager and resident engineer for medical center
construction and NRM projects.
During the construction phase, the incumbent checks the work progress and
insures that plans and specifications are being followed.
Reviews and approves/disapproves material and equipment submittals.
Prepares necessary documents for progress reports, partial payments, change orders, etc.
 
-Acts as liaison with architects/engineers, supervising the design process which includes coordinating work between hospital personnel and design firms.
Ensures that all standards and regulations are followed in the designs as well as assuring the competency of the design.
Prepares contract drawings, sketches and as-built drawings in AutoCAD. Uses AutoCAD on a daily basis in assisting tradesmen in locating as-built utilities and coordinating maintenance and repair work. Revises contract documents on AutoCAD during construction and coordinates changes with the AlE to ensure accurate electronic information using word processing, spread sheets, Client bulletin boards, and project scheduling software.
Operates the medical center's Building Automation System on a daily basis which includes changing set points, operating various equipment, data trending, load shedding, power monitoring, and programming.
 
The incumbent provides engineering program support by preparing reports, studies, correspondence, calculations, policies and procedures with no previous data or direction. Delegated areas of responsibility are to be researched by the incumbent to define the situation, the problem, and determine the proper solution with little or no guidance from the chief engineer. Judgment shall be used to modify or adopt standard guidelines and engineering practices to solve new problems and situations.
 
 
 
EDUCATION/EXPERIENCE
 
Knowledge, gained by an related 4 year engineering degree from an accredited university, with experience and training of no less than one year of work as a professional engineer, and by continuous efforts to keep abreast of the changes in the engineering field; all-encompassing a wide range of concepts, principles and practices. In particular, this body of knowledge must contain but is not limited to: mathematics, thermodynamics, heat transfer, machine design, electricity, electronics, computers, design, chemistry, physics, mechanics, industrial management, metallurgy, etc.; and the skill to apply this knowledge to difficult and complex work assignments.
A comprehensive and practical knowledge of heating, ventilating, air conditioning and refrigeration equipment, electrical power and distribution, motors, drives, transformers, pumps, machinery. vehicles, compressors, boilers, construction equipment, buildings and others; plus detailed and comprehensive knowledge of preventive maintenance theory and practice and the skill to apply this knowledge to difficult and complex work assignments.
The incumbent should have a basic knowledge of all applicable regulations governing
hospitals and all Client regulations, directives, etc., of construction codes and regulations; of Engineering Graphics, knowledge of and skill in the oral and written communications field plus skill in the human relations field to perform all his duties.
 
 
PHYSICAL DEMANDS
Work will involve mostly office work (50%) and some physical exertion such as walking, bending, stooping. climbing in utility rooms, crawlspaces, attics, boiler and chiller plant (50%). Such work will require an average amount of agility and dexterity.
 
 
WORK ENVIRONMENT
Mostly performed in office environment However, some of the work will involve going into areas involving moderate risks or discomforts requiring special safety precautions. These areas include service rooms, boiler house, chiller plant, and construction sites.
 
 
TOUR OF DUTY:
Normal working hours will be 7:30am to 4pm, Monday-Friday, excluding federal holidays, although there may be some working hours flexibility.  Occasional overtime may be needed and will be billed at the agreed upon rate.  Timesheet will be verified by PSS or Chief, Engineering, on a weekly or bi-weekly basis prior to billing and payment.
 
 
BACKGROUND VERIFICATION
Candidates are required to be fingerprinted at the Client Location in Philadelphia and background verification completed by the Client Security Office, prior to commencement of work (NOTE:  A temporary ID badge may be provided prior to final verification).
